About Nynäshamn municipality

Nynäshamn municipality's social services have introduced Tandem in two departments: Children and young people, and Older adults and disability services. Social workers, care needs assessors and care planners hold conversations, write investigations (utredningar) and keep case notes every day, and they all recognised the same thing: documentation took time away from the people they support.

Documentation and presence didn't go together

Listening and writing at the same time is hard, especially in meetings with people in vulnerable situations. And every minute spent putting notes together is a minute that can't go to follow-ups, conversations or analysis.

The new Social Services Act also raises the bar on accessibility, legal certainty and efficient use of resources. Nynäshamn wanted to know whether AI-supported documentation could make more room for work close to the people they support, so they tried Tandem in real working days.

Tandem listens. The caseworker decides.

The rollout began with a pilot in April 2026 with 49 users, who created 1,769 notes in three months. Tandem is integrated with Lifecare. During the conversation, it transcribes and produces a draft, which the caseworker reads, edits and approves before it goes into the case record. Decisions are always made by the responsible caseworker.

Everyone who responded in Children and young people said Tandem saved time to a high degree, and 94 per cent estimated they saved at least 10 minutes per case note. In Older adults and disability services, 17 of 18 said Tandem's drafts of case notes needed only minor edits, and 73 per cent estimated at least two hours a week.

“I'm ecstatic! The tool works well for me. It saves so much time.”

Social worker, Children and young people

After the pilot, the social services management decided to introduce Tandem in Children and young people. Older adults and disability services extended the evaluation until 30 September to try further developed templates, built together with the users, and have used Tandem regularly since October 2026.

Staff felt more present in the meeting

When caseworkers don't have to write during the conversation, their attention goes to the person in the room, and it can be easier to ask follow-up questions and pick up on what matters for the case. In Children and young people, 88 per cent of respondents say they could be more present in meetings to a high degree. In Older adults and disability services, everyone who responded felt more present to some degree.

It shows in the working environment too: 95 per cent of respondents experience an improved working environment, including everyone in Children and young people.

A social worker in Children and young people puts it this way:

“Tandem is a convenient tool and makes it easier to focus in meetings. Tandem works surprisingly well with an interpreter!”

A care needs assessor in Older adults and disability services says:

“I keep Tandem running all the time, it's so convenient. I really enjoy working with the conversations.”

How the time will be used

Nynäshamn wants the time that's left over to move from administration to the core mission. The municipality has drawn up a plan for each department: in Children and young people, more closing conversations with children, and in Older adults and disability services, more skills development and reflection in complex cases. Both want shorter handling times, follow-ups on schedule and better accessibility.

The goal is not to reduce staffing or give each caseworker more cases. Linda Strand, development manager at the social services department, describes the thinking:

“Every minute we can free up from administration is a minute we can spend on what really matters: the people we're here for. With Tandem, we saw early on that we could change how we work with documentation and free up valuable time for our staff. For us, AI isn't about replacing people but about giving them better conditions to focus on their core task. That's where the real value of the technology comes from.”

Linda Strand, development manager, Social Services Department, Nynäshamn municipality

The estimated potential for the two departments is 6,699 hours a year. It's a scenario based on self-reported time savings and 2025 documentation volumes, not a measured saving, and the next step is to follow up how much of it becomes real.

More than time: AI capability at several levels

The rollout has also built AI capability for individual staff, within the departments and in governance. Staff have learned to instruct the tool, review its output critically and understand its limits. The departments have put shared templates and ways of working in place, and the municipality has carried out an information classification at the highest protection level and a data protection impact assessment (DPIA) together with information security, data protection and legal.

Documentation support is also a low-risk place to start. Tandem supports the caseworker without making decisions and is used in recurring tasks, which makes it well suited for building experience and confidence with AI before more complex uses are tried.

The evaluation was carried out April to October 2026 and is based on two user surveys (Children and young people: 16 of 22 responded, Older adults and disability services: 18 of 24 responded). Time savings are self-reported, and the annual potential is a scenario, not a verified result. Quotes are translated from Swedish. Partners: Nynäshamn municipality, Tieto, Tandem Health.
