About Eloisa

Etelä-Savon hyvinvointialue (Eloisa), the South Savo Wellbeing Services County, provides health, social and rescue services for 131,000 residents across 11 municipalities in eastern Finland, with around 8,000 professionals working in nearly 200 locations. Clinical documentation runs on the Lifecare medical record system, with Tandem fully integrated.

The challenge: documentation across an entire county

In Finland, healthcare professionals spend up to three hours and fifteen minutes of every working day on documentation, according to the Ministry of Social Affairs and Health. At Eloisa, that burden doesn't stop at the doctor's office. Nurses, social workers, family counsellors, physiotherapists and remote-care teams all carry it too.

Before the pilot, 84 % of the participating professionals typed their notes by hand. They rebuilt conversations from memory after the visit, typed between appointments, or pushed the notes to the end of the day.

So when Eloisa set out to test AI-assisted documentation in early 2026, it deliberately chose breadth over a narrow physician pilot. If a tool was going to work for the county, it had to work for everyone.

A pilot designed to land

The three-month pilot started in February 2026 with five user groups spanning Eloisa's wide service range: health services, social services, family counselling, service coordination, and remote care for older adults.

The foundations were in place before the first user logged in. Tandem already had a ready-made integration to Tieto's Lifecare, configured and tested ahead of the pilot start. Finished notes moved into the medical record from day one. All five groups started the same week, with a joint kickoff and weekly follow-up meetings.

The pilot also had to feel like Eloisa's own from the first encounter. In the early weeks, Eloisa and Tandem built 55 note templates to match how each profession documents, from family counselling sessions to remote-care check-ins. Eloisa's own specialists gathered feedback and hosted regular drop-in support clinics for users.

In practice, Tandem listens during the encounter (at the clinic, on a video call, or over the phone) and drafts a structured note in the professional's own template. The professional reviews it, approves it, and sends it to Lifecare.

What the pilot showed

After three months, Eloisa ran its fourth user survey (32 respondents across all five groups). The results were unambiguous.

Time came back. 94 % of users save time on documentation compared to how they worked before. Half save 10 minutes or more every time they document an encounter. For a professional seeing eight to ten clients a day, that's more than an hour back, every day.

Attention returned to the person in the room. 94 % say Tandem has improved their ability to focus on the client or patient, and 66 % say significantly. Users describe conversations that flow more naturally, with no laptop between them and the person they're helping. As one professional put it: "The strain of the work has eased."

Work feels better. 84 % say Tandem has improved their job satisfaction, 56 % of them significantly. The pilot closed with an NPS of 72.

Eloisa didn't wait for the closing report. By spring it had extended use to physicians in primary and specialised care and tripled its licence count, with the pilot still running.

From pilot to a county-wide partnership

As the pilot drew to a close, Eloisa put its long-term solution out to public procurement. Tandem won.

Starting autumn 2026, Tandem opens up to every professional group across the county, from physicians and nurses to social workers and remote-care teams. The same county-led model that carried the pilot carries the rollout: a joint project organisation, superusers in every unit, and Eloisa's own specialists owning the day-to-day.
